National Cooperation Policy 2025 to encourage sugar cooperatives to produce ethanol using alternate feedstocks including maize

Union Home and Cooperation Minister Amit Shah launched the National Cooperation Policy – 2025 in New Delhi, aiming to boost inclusive growth through cooperatives under PM Modi’s ‘Sahkar-se-Samriddhi’ vision. The policy promotes ethanol production by sugar cooperatives and strengthens cooperative sectors to support India’s GDP and reduce oil imports.

The Union Home Minister and Minister of Cooperation, Amit Shah, recently unveiled the National Cooperation Policy – 2025 in New Delhi.

The objective of the ‘National Cooperation Policy – 2025’ is to realize the vision of the Prime Minister of India, Narendra Modi, of ‘Sahkar-se-Samriddhi’ (Cooperation to Prosperity). Under this, the people’s aspirations and resources would be integrated with the cooperative system, so that the cooperative sector can contribute significantly to the India’s Gross Domestic Product (GDP) and a new era of inclusive development can begin.

The policy envisions vibrant and economically self-reliant cooperatives as the support structure for members to earn higher incomes. It identifies the promotion of a vibrant cooperative ecosystem and its multidimensional expansion as the key pathways to achieve goal.

The National Cooperation Policy will encourage sugar cooperatives to produce ethanol using alternate feedstocks, including maize, to support the Ethanol Blending Programme, to reduce dependence on crude oil imports.

Since its establishment in 2021, the Ministry of Cooperation has already undertaken several initiatives to boost cooperative sugar mills.

Major initiatives include: Strengthening of cooperative sugar mills
i. Relief from additional income tax for paying higher sugarcane prices to farmers up to Fair and Remunerative or State Advised Prices,
ii. Allowed to claim as expenditure payments made to sugarcane farmers for the period before 2016–17,
iii. GST on molasses reduced from 28% to 5%, etc

Addressing the unveiling ceremony of the National Cooperation Policy – 2025, Union Minister of Cooperation Amit Shah said that under the leadership of Suresh Prabhu (former Union Minister and chairman of drafting committee of new Cooperation Policy), a 40-member committee has presented a comprehensive and visionary cooperation policy to the country’s cooperative sector after holding dialogue with various stakeholders. The Minister of Cooperation said that for a better future of cooperation, a 40-member committee was formed, which conducted regional workshops and held extensive discussions with cooperative leaders, experts, academicians, ministries, and all other stakeholders to draft the policy. The committee received about 750 suggestions, held 17 meetings, and after consultations with RBI and NABARD, finalized the policy.

Amit Shah said that the new Cooperation Policy is a historic step toward fulfilling Prime Minister Narendra Modi’s vision of ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation). He said that the Modi government has set a goal for India to emerge as the world’s third-largest economy by 2027. Along with that, India also holds the responsibility for the inclusive development of its 1.4 billion citizens. He said that India’s core idea is to create a model in which there is a collective development for all, equitable growth for everyone, and national progress through the contributions from everybody.
