Vietnam intensifies efforts to boost rice exports, stabilize prices


Vietnam’s Ministry of Industry and Trade issued Official Dispatch No. 7142/CD-BCT to boost rice production, exports, and market stability. The plan includes expanding FTA benefits, strengthening trade promotions, monitoring import policy changes, and enhancing international cooperation. Rice exports January–August 2025 reached 6.37 million tons, worth $3.26 billion.
To thoroughly implement the Prime Minister’s directive on strengthening synchronous solutions to promote rice production, export, and market regulation, the Ministry of Industry and Trade has issued Official Dispatch No. 7142/CD-BCT, focusing on enhancing solutions to boost production, export, and stabilize the rice market.
The Official Dispatch emphasized ensuring transparent, healthy, and flexible rice production, business, and export activities that react promptly to fluctuations, aiming for sustainable and efficient development of the rice industry.
Accordingly, the Multilateral Trade Policy Department under the Ministry of Industry and Trade is tasked with researching and adding rice to the product research roadmap for the 2026 phase of the Project on an Ecosystem to Support Businesses in Utilizing Free Trade Agreements (FTAs). Concurrently, it will promote negotiations with the European Union (EU) and the United Kingdom to amend the list of fragrant rice varieties eligible for tariff quotas under the Vietnam-EU Trade Agreement (EVFTA) and the Vietnam-UK Free Trade Agreement (UKVFTA), as well as leveraging additional quota volumes within the framework of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) until 2030.
The ministry’s Foreign Market Development Department is responsible for directing the system of Vietnamese trade offices abroad to promptly grasp and evaluate warnings and changes in import policies for rice by host countries, to inform domestic stakeholders for the purpose of regulating rice production, business, and export. Additionally, it will review the signing of Memoranda of Understanding on rice trade and coordinate to propose new signing contents with potential countries and territories to expand export markets.
The Trade Promotion Agency of the ministry is assigned to coordinate with relevant units to strengthen promotional activities and introduce Vietnamese rice to domestic and international distribution systems.
The Import-Export Department will continue to lead the implementation of tasks within the “Strategy for Developing Vietnam’s Rice Export Market to 2030,” which has been approved by the Prime Minister.
According to preliminary statistics from customs authorities, in the first eight months of 2025, rice exports reached nearly 6.37 million tons with a value of over $3.26 billion, a 3.7% increase in volume but a 15.4% decrease in value compared to the same period in 2024 – the year with the highest rice export performance ever.
