Ukraine will continue licensing grain exports to five EU countries in 2026.
Ukraine plans to maintain export licensing for wheat, corn, rapeseed and sunflower seeds to Bulgaria, Romania, Slovakia, Hungary and Poland in 2026. A 100,000-ton sugar export quota to the EU will also continue, distributed among producers according to their 2025 output, according to a draft government resolution.
The Cabinet of Ministers of Ukraine plans to maintain the licensing regime for the export of certain types of agricultural products to five European Union countries in 2026.
This is stated in the draft resolution of the Cabinet of Ministers, posted for review on the website of the Ministry of Economy, Environment and Agriculture.
The draft resolution proposes approving a list of goods whose export and import are subject to licensing, as well as quotas for 2026. Specifically, it introduces:
- licensing of export of certain goods (agricultural products) to the Republic of Bulgaria, Romania, the Slovak Republic, Hungary and the Republic of Poland;
- Licensing and quotas for export of sugar from Ukraine to EU member states.
The export of the following products to five EU countries is subject to licensing:
- wheat and a mixture of wheat and rye (meslin) (code UKT VED 1001 99 00 00);
- corn (1005 90 00 00);
- rapeseed or colza seeds, whether or not ground: rapeseed or colza seeds with low erucic acid content (1205 10 90 00 and 1205 90 00);
- sunflower seeds, whether or not ground (1206 00 91 00 and 1206 00 99 00).
The licensing and quota regime for sugar exports to EU countries, at a volume of 100,000 tons, also continues. The quota will be distributed among sugar producers in proportion to their output in 2025.
