Report: Ethanol consumption, imports continue to expand in the Philippines
The Philippines’ ethanol consumption is expected to rise nearly 4% to 1.145 billion liters in 2026, with imports increasing over 4% to 725 million liters. Domestic production is projected at 420 million liters, while E10 remains mandatory and voluntary E20 is available at nine stations.
Total ethanol consumption in the Philippines is expected to increase by nearly 4% this year, according to a report filed with the USDA Foreign Agricultural Service’s Global Agricultural Information Network. Ethanol imports are expected to be up more than 4%.
The Philippines currently requires the use of E10 fuel. According to the report, E20 is also available at nine pump stations via a voluntary program.
The country currently has 13 fuel ethanol production facilities with a combined 468 million liters (123.63 million gallons) of capacity. Capacity utilization is expected to reach 82.3% in 2026, up from 80.5% last year.
Ethanol plants in the Philippines take in sugarcane and molasses as feedstock. An estimated 1.3 million metric tons of molasses and 640 metric tons of sugarcane are expected to go to ethanol production in 2026.
The Philippines is expected to consume 1.145 billion liters of ethanol this year, including 875 million liters of fuel ethanol. Total ethanol consumption was at 1.106 billion liters last year, including 860 million liters of fuel ethanol.
The Philippines’ domestic ethanol producers are expected to produce 420 million liters of ethanol this year, up from 412 million liters in 2025 and 417 million liters in 2024. Fuel ethanol production is expected to reach 385 million liters this year, up from 377 million liters last year and 382 million liters in 2024.
Total ethanol imports are expected to reach 725 million liters in 2026, up from 696 million liters last year and 589 million liters in 2024. Fuel ethanol imports were at 409 million liters In 2024, increased to 485 million liters in 2025 and are expected to reach 490 million liters this year.
The U.S. accounted for 89% of the Philippines’ fuel ethanol imports last year, up from 70% in 2025.
