China reports record grain production highs amid strengthened food security measures

China’s grain production exceeded 700 million tonnes for the second consecutive year, while per capita availability surpassed 500 kg in 2025. Soybean output reached 20.9 million tonnes, and wheat and rice reserves can cover over a year of consumption, strengthening the country’s food security.

China’s grain production has reached record highs for two consecutive years, while grain reserves and emergency supply systems have been strengthened, according to a law enforcement inspection report submitted to the 25th session of the 14th National People’s Congress Standing Committee on Tuesday.

The country’s food security law, which took effect on June 1, 2024, has achieved initial progress in strengthening its grain security, the report said.

The NPC Standing Committee conducted an enforcement inspection this year to assess implementation of the law and promote its comprehensive and effective enforcement, providing legal safeguards for the sustainable development of China’s food security, it said.

China’s grain output has exceeded 700 million metric tons for two consecutive years, the report said. Grain availability per capita exceeded 500 kilograms in 2025, ensuring basic self-sufficiency in cereals and absolute security in staple food supplies.

Soybean production totaled 20.9 million tons, remaining above 20 million tons for the fourth consecutive year as gains from expanded soybean and oilseed cultivation were consolidated.

The report also highlighted progress in grain reserves, circulation and emergency response, saying central government reserves had been replenished in an orderly manner and local governments had fulfilled their reserve obligations.

Authorities have coordinated grain purchases and procurement, expanded grain circulation infrastructure and worked to ensure farmers can sell their harvests smoothly and grain prices stay stable.

Wheat and rice stocks are sufficient to meet China’s staple food consumption needs for more than a year, the report said. Finished grain and edible oil reserves in 36 major cities can sustain market supplies for at least 15 days, while daily grain processing capacity under the emergency response system is sufficient to feed the entire population for two days.

Despite the progress, the implementation of the law still faces shortcomings, including weaknesses in the spatial distribution of grain production, farmland protection and quality improvement, and the need to strengthen grain production capacity and technological support, the report said.

The report called for strict enforcement of the law and systematic improvements to grain-related policies to safeguard national food security.

Priorities include strengthening farmland protection, steadily improving grain supply capacity and quality, enhancing mechanisms to protect farmers’ incomes from grain cultivation, and promoting agricultural technological innovation and the application of research results. It also emphasized advancing high-quality development across the entire grain industry chain.
