DGFT Amends Export Policy for Rice under HSN 1006: Certificate of Inspection Now Mandatory Only for EU, UK & Select European Nations, Waived for Others Till April 2026

The DGFT Notification No. 39/2025-26 (Oct 03, 2025) amends rice export rules. For Basmati and Non-Basmati rice, a Certificate of Inspection from EIC/EIA is now mandatory **only** for exports to EU, UK, Iceland, Liechtenstein, Norway, and Switzerland. Exports to other European countries are exempt until April 2, 2026.
The DGFT issued Notification No. 39/2025-26 dated October 03, 2025 amends export policy under HSN 1006 (rice). For Non-Basmati rice (ITC HS codes 1006 2000, 3011, 3019, 3091, 3099, 4000), exports to EU, UK, Iceland, Liechtenstein, Norway, and Switzerland require a Certificate of Inspection from EIC/EIA. For other European countries, this certificate is waived until April 02, 2026. For Basmati rice (1006 3012, 3092), the same conditions apply. Thus, inspection certification is restricted to specified countries, easing exports to others temporarily.
In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with para 1.02 and 2.01 of the Foreign Trade Policy, 2023 as amended from time to time, the Central Government hereby makes the following amendment to the Notification No. 62/2024-2025 dated 10.03.2025, with immediate effect in policy condition of sub-heading 1006 for export of rice (Basmati and Non-Basmati) –
The Export Policy Conditions are notified under the existing entries under the following ITC(HS) Codes are amended as under: –
