Odisha govt approves revival of two defunct sugar mills by India Potash Ltd; seeks Gujarat model


India Potash Limited (IPL) has received in-principle approval from the Odisha government to revive two long-defunct cooperative sugar mills—Bijayananda in Bolangir and Badamba in Cuttack. These mills will be transformed into integrated agro-industrial hubs. IPL must now submit a DPR and follow Gujarat’s successful revival model.
In a significant boost to the agro-industrial sector, the Odisha government has granted in-principle approval to India Potash Limited (IPL) for reviving two long-defunct cooperative sugar mills in the state.
According to The New Indian Express, the two mills are the Bijayananda Cooperative Sugar Mills Ltd in Bolangir and Badamba Cooperative Sugar Industries Ltd in Cuttack.
Both units, dormant for over a decade, are set to be transformed into integrated agro-industrial hubs under IPL’s revival plan. As the largest importer and distributor of potash in India, IPL is expected to bring its extensive agri-infrastructure experience to the state.
DPR Sought, Roadmap from Gujarat Model Requested
According to official sources, the state government has directed IPL to submit a Detailed Project Report (DPR) outlining the revival framework and operational model.
The company has also been asked to share the roadmap it used for the successful revival of cooperative sugar mills in Gujarat, to serve as a reference for Odisha’s cooperative sector restructuring.
Land and Cultivation Requirements
For the revival to be viable, IPL has requested 40 to 50 acres of land per unit to establish not just sugar mills but a comprehensive set-up for sugar processing and allied activities.
The company has also proposed minimum sugarcane cultivation on 15,000 hectares, with 6,000 hectares earmarked specifically for the Bolangir unit.
In response, the Odisha government has initiated plans to intensify sugarcane farming from the 2025–26 financial year, with a focus on increasing acreage and farmer participation.
