Russia lifted the ban on wheat imports from Kazakhstan
On October 20, Russia lifted its wheat import ban on Kazakhstan, in place since April 23, 2025. Rosselkhoznadzor confirmed that shipments are now allowed under Kazakhstan’s national plant quarantine guarantees. The two sides also discussed inspection gaps, as only 29% of fruit and vegetable imports have been officially checked, amid concerns over re-exported EU goods.
On October 20, Russia lifted the ban on wheat imports from Kazakhstan, which had been in effect since April 23, 2025. This was announced by Rosselkhoznadzor after negotiations between the head of the service, Sergey Dankvert, and the Deputy Minister of Agriculture of Kazakhstan, Yermek Kenzhekhanuli. From now on, supplies are again allowed under the guarantees of the national plant quarantine authority of Kazakhstan.
During the negotiations, the parties also discussed the problem of control of imported plant products. According to Rosselkhoznadzor, a significant part of goods from Kazakhstan do not undergo inspection at their destination, which violates the requirements of the EAEU legislation. Since the beginning of the year, more than 419 thousand tons of fruit and vegetable products have been imported to Russia, but only 29% of this volume has been officially submitted for control.
Russia also suspects that sanctioned goods from EU countries are being re-exported to the Russian market through the territory of Kazakhstan. According to the department, similar “gray” schemes have been repeatedly detected and stopped by the territorial departments of Rosselkhoznadzor.
