State-wise monthly sugar quota for sale in October 2025


The Food Ministry allocated a sugar quota of 24 LMT for October 2025 to 581 mills, lower than last year’s 25.5 LMT. Mills must integrate ERP/SAP systems with the NSWS portal by October 15 and ensure 20% sugar is packed in jute bags. Non-compliance may lead to penalties and suspension of quota.
In a notification issued on September 30, the Food Ministry allocated a monthly sugar quota of 24 lakh metric tonnes (LMT) for October 2025 to 581 mills, which is lower than the quota allocated for October 2024.
In October 2024, the government had allocated a monthly sugar quota of 25.5 LMT for domestic sale. For September 2025, the allocated sugar quota was 23.5 LMT.
The overall quota for the 2023–24 season (from October 2023 to September 2024) was 291.50 LMT, whereas for the 2024–25 season (from October 2024 to September 2025), the sugar quota stands at 275.50 LMT.
According to market experts, the upcoming months will see festivals like Diwali, so there will be increased demand in the domestic market. The market is expected to remain bullish, with an uptick of around Rs 40 to 50 per quintal in domestic prices.

According to the notification, the process of integrating the ERP/SAP systems of sugar mills with the NSWS portal through APIs is underway and the same is required to be completed by 15.10.2025. All sugar mills are hereby directed to ensure development their API modules and integrate with NSWS portal in a time bound manner and submit the monthly P-II for September-2025 through API by 15th October, 2025. Non-complaint sugar mills may not be allocated any release quota from next month.
All sugar mills have been directed to ensure the compliance of mandatory packaging of 20% of sugar in jute bags under Jute Packaging Material (Compulsory Use in Packing Commodities) Act, 1987 and submit the information thereof in P-Il proforma on NSWS portal.
Any violation of this order would attract the penal provisions under the Essential Commodities Act, 1955, as amended from time to time, as per DFPD.
