Uttar Pradesh Government Launches Public Private Partnership Model to Boost Maize and Potato Farming Income


Uttar Pradesh has launched a PPP Agri-Supply Chain Development Platform to boost farmer incomes. In partnership with Ninjacart, 25,000 tonnes of maize will be procured annually for ethanol production. Ties with Belgium’s Agristo will expand potato processing and exports. The project includes FPO support, cold chain infra, and women farmer participation.
20 July 2025, Lucknow: In a major push to double farmers’ incomes and strengthen rural economies, the state government of Uttar Pradesh in India has launched a comprehensive Public-Private Partnership Agri-Supply Chain Development Platform (PPPAVCD). This initiative focuses on expanding maize and potato cultivation with market-linked benefits, modern infrastructure, and global partnerships.
Maize Procurement to Support Ethanol Industry and Farmer Earnings
The Uttar Pradesh government has signed an agreement with leading Indian agritech company Ninjacart. Under this partnership, Ninjacart will procure around 25,000 tonnes of maize annually from more than 10,000 farmers across five districts. The maize will be supplied directly to ethanol production plants, ensuring assured markets, fair prices, and eliminating middlemen for farmers. This move also supports India’s broader green energy mission by promoting ethanol as a biofuel.
Global Market Access for Potatoes through Agristo Partnership
To support potato growers, the state has collaborated with Belgium-based company Agristo Massa, known for potato processing. The firm will transfer advanced potato cultivation techniques to local farmers and export processed products to international markets. This initiative will especially benefit districts in Uttar Pradesh known for high potato productivity, opening up new income avenues for growers.
Modern Facilities and Farmer-Centric Interventions
The project will work closely with Farmer Producer Organizations (FPOs) and ensure the active participation of women farmers. Support will include access to high-yield seed varieties, modern farm equipment, digital platforms for price discovery, and agricultural insurance coverage to reduce production risks.
Reducing Post-Harvest Losses with Cold Chain Infrastructure
Post-harvest infrastructure is a critical component of this PPP model. The government plans to establish cold storage units, grading facilities, and processing centres to maintain crop quality and extend shelf life. This will help mitigate losses caused by spoilage and provide flexibility in market timing for farmers.
Transforming Agriculture and Strengthening the Rural Economy
Chief Secretary Manoj Kumar Singh stated that the initiative could spark an “agricultural revolution” in the state. By linking farmers directly with industry and global markets, the model is expected to deliver better prices for farm produce and reinforce the rural economy. The maize and potato PPP strategy could become a replicable model for other states across India seeking to modernize their agri supply chains.
