Govt to refine tender conditions for Sanjivani sugar factory revival project as both bidders fail to qualify

Panaji: The revival of the state-owned Sanjivani Sahakari Sakhar Karkhana Ltd (SSK) at Dharbandora is set to be delayed, as both the bidders who had shown interest to run the plant have not qualified as per the terms and conditions of the tender. The state government has started the work to effect changes in the terms and condition for the bidders so that more companies can bid for the project.

“Both the companies have not qualified to run the plant.

The tender document was prepared by the public-private partnership department and most of the companies did not fall into that criteria. Now, the PPP department is working to change the terms and conditions for a healthy competition and to make it viable for the company as there is less raw material grown in the state,” a government official said. He also said that the state government has decided to reduce the capacity for ethanol production in the tender so that the state can receive more bids to operate the plant.

The official said that only shortlisted companies will be issued request for proposal (RPF). The state will issue a new tender for the bidders for a request for qualification (RFQ).

The proposed integrated sugar and distillery at sugar factory, which will be set up at the cost of Rs 80 crore, will generate direct employment for 235 persons. The project consists of setting up a seed development and farmers’ training centre.

The government will also set up an eco-friendly and zero-liquid discharge ethanol production plant of over 45 kilo litre per day (KLPD) capacity and sugarcane crushing of over 700 tonnes of cane per day (TCD) capacity at SSSK.
