Kazakhstan to build new sugar factory in Zhambyl to enhance domestic production

At a recent government meeting led by Deputy Prime Minister Serik Zhumangarin, a proposal was presented for a new sugar factory in Kazakhstan’s Zhambyl region, to be developed by K-Agro Holding and Baiterek Holding. The plant will process 1 million tons of sugar beet annually, with an output of 130,000 tons of sugar. This project supports Kazakhstan’s goal of reducing dependence on sugar imports, while modernizing the country’s existing factories to boost domestic sugar production capacity.

At a recent government meeting chaired by Deputy Prime Minister Serik Zhumangarin, an investment proposal for a new sugar factory was presented. The project, to be implemented by K-Agro Holding and Baiterek Holding, aims to establish a sugar processing plant in the Zhambyl region, with a capacity of 1mn tons of sugar beet annually.

The new plant, designed to process 8,000 – 10,000 tons of sugar beet per day, is expected to produce approximately 130,000 tons of sugar per year. This initiative aligns with Kazakhstan’s strategic goal to reduce dependence on sugar imports by enhancing domestic production capabilities. Alongside the construction of the new facility, existing sugar factories are being modernized to further increase their capacity.

Currently, Kazakhstan operates four sugar factories, with a combined daily processing capacity of 8,700 tons of sugar beet and 2,400 tons of raw cane. In 2023, domestic sugar consumption reached 507,000 tons, with much of the demand being met through imports of finished sugar from countries within the Eurasian Economic Union (EAEU) and the processing of imported raw cane.

In May, Kazakhstan introduced a ban on sugar exports until the end of August to secure sufficient supplies for its population during the upcoming summer season. At that time, the country’s sugar reserves were around 256,000 tons, covering only about half of the annual consumption requirement, which is between 500,000 and 550,000 tons.
