Rice mills to get 1% recovery rebate on non-hybrid paddy threshing in UP

Uttar Pradesh has extended a 1% recovery rebate to rice mills for processing non-hybrid paddy, benefiting around 1.3–1.5 million farmers and over 2,000 mills. Costing ₹167 crore, the move is aimed at boosting farmer income, encouraging mill participation, increasing employment, strengthening local processing, and reducing reliance on rice imports for PDS.

Uttar Pradesh Chief Minister Yogi Adityanath has announced a major relief for the state’s farmers and rice mill operators by extending a rebate of 1 per cent to rice mills on threshing of non-hybrid paddy, directly benefiting approximately 1.3-1.5 million farmers and over 2,000 rice mills.

This move by the UP government is considered significant in encouraging farmers, increasing mill competition, and strengthening employment generation.

The state government has provided a reimbursement of Rs 167 crore under this relief package. This will expedite the paddy procurement process and boost investment in agriculture-based industries in the state. The government believes this decision will help increase farmers’ incomes and strengthen the state’s rural economy.

Chief Minister Yogi Adityanath stated that the recovery rebate being granted to rice mills will enhance both transparency and competition in the government procurement process. Millers will now participate more enthusiastically in government procurement, ensuring timely payments and greater convenience for farmers.

The government had already provided a 3 per cent recovery rebate on the threshing of hybrid rice. Now, extending this exemption to non-hybrid rice of 1 per cent will provide balance and stability to the rice industry. This decision is considered a major step towards making Uttar Pradesh self-sufficient in foodgrain production and processing.

The state government estimates that this initiative will strengthen approximately 200,000 employment opportunities in the state. The production capacity of rice mills will increase. and the local paddy threshing network in the state will be strengthened. This government initiative would not only provide relief to farmers and millers but also boost the state’s economy.

Chief Minister Adityanath stated that the decision will also result in national savings, as Uttar Pradesh will no longer need to import rice from other states for the PDS (Public Distribution System). This will ensure adequate availability of rice within the state.

The government had been providing an average of Rs 100 crore in reimbursements each year, but this year’s additional relief is expected to increase this amount to Rs 167 crore. This decision will be a “double benefit” for both farmers and the rice industry.
