SRA issues guidelines for export of 100,000 MT of raw sugar to US

Philippine SRA issued Sugar Order No. 3 for crop year 2025/26, guiding the planned export of up to 100,000 MT of raw sugar to the US. Exports may be halted anytime, with allocations based on participation in Sugar Order No. 2 purchase commitments.

The Sugar Regulatory Administration (SRA) has issued Sugar Order No. 3 for crop year 2025 to 2026, to serve as guidelines on the planned export of up to 100,000 metric tons (MT) of raw sugar to the United States.

The document signed on January 9, 2026 but was released on January 20 and made public on Wednesday (January 21), emphasized that if deemed warranted, the export program may be halted by the government any time. It reiterated that the export allocations will be proportioned using a distinct formula involving eligible participants who had responded to, and participated under Sugar Order No. 2 (SO2) series 2025 to 2026.  The SO2 allowed traders to secure prioritized sugar import allocations in the future in exchange for voluntarily purchasing the local sugar supply for the period.

The SO2 allowed the voluntary limited volume purchase of locally produced raw sugar by farmers, farmer’s groups, farmer’s cooperative, farmer’s association, sugar millers, sugar refiners, manufacturers and beverage makers, who are licensed by the SRA as domestic traders, or international sugar traders that are in good standing.
