Philippines : Jica extends P643-M grant to DA for rice facility
Japan International Cooperation Agency granted ¥1.7 billion to the Department of Agriculture to build a modern rice processing facility in Isabela via the National Food Authority. The project will cut postharvest losses, improve milling efficiency, support 5,000 farmers, and help stabilize rice supply and prices.
MANILA, Philippines – Japan International Cooperation Agency (Jica) has extended a 1.7-billion Japanese yen grant (P643.57 million) to the Department of Agriculture (DA) to construct a modern rice processing system in Isabela.
The DA, through the National Food Authority (NFA), will develop the facility in Cauayan City aimed at reducing postharvest losses in rice production, improving milling recovery rates and raising the quality of rice.
“Government studies estimate that about 16 percent of rice output is lost during post-harvest handling, with drying and milling accounting for the largest share,” DA said in a statement on Monday following the signing of the grant agreement.
The rice processing system will feature high-capacity mechanical grain dryers, a multi-stage rice mill and grain silos capable of handling larger procurement volumes with greater efficiency.
“We are strengthening NFA’s capacity to handle larger volumes of palay, reduce postharvest losses, improve milling recovery and deliver higher-quality rice to our people,” Agriculture Secretary Francisco Tiu Laurel Jr. said during signing ceremonies at the House of Representatives.
At least 5,000 rice farmers in Cauayan City and nearby municipalities are expected to benefit from the processing facility, allowing the NFA to purchase more palay or unmilled rice at fair prices during harvest time.
Aside from boosting year-round buffer stocks, it will reduce dependence on private drying and milling services and help stabilize rice prices, particularly during lean months.
