Russia may restrict corn exports with quotas in 2027

Russia is considering seasonal corn and barley export quotas of 3–5 million tonnes from 2027 to protect domestic feed supplies amid sharply lower corn stocks. The restrictions could further reduce Russian grain exports, particularly affecting Asian markets such as China.

The Russian government is considering introducing seasonal quotas on corn and barley exports in 2027. The permitted export volume could be set at 3–5 mln tons per year, with the restrictions primarily aimed at ensuring sufficient feed grain supplies on the domestic market.

The need for new measures is attributed to a sharp decline in corn stocks. They are currently estimated at just 0.2 mln tons, down 75% from the previous period, raising the risk of a shortage of feed raw materials at the beginning of the next season. The future quota mechanism is expected to be linked to actual grain stocks at elevators and the overall feed grain balance.

At the same time, Russian corn exports have already declined significantly. According to available estimates, exports totaled around 4 mln tons in 2025/26 MY, roughly half the volume recorded a year earlier. The possible introduction of quotas could therefore further limit the presence of Russian grain on international markets.

The new restrictions could primarily affect producers and exporters focused on Asian markets. Demand for Russian corn in the region remains strong, particularly from China, so prioritizing the domestic market could lead to lower export revenues for Russian farmers.
