Bihar to set up 25 new sugar mills under Sugarcane Investment Policy 2026

Bihar aims to establish 25 new sugar mills and promote sugarcane-based ethanol, power and bio-energy projects under its 2026 investment policy. The state is offering investor support for land and approvals while encouraging modern farming inputs and value-added industries.

Patna: The Bihar government is targeting the establishment of 25 new sugar mills and other sugarcane-based industries as part of its efforts to attract investment and expand the state’s sugarcane economy, Patna Press reported.

The key features of the Bihar Sugarcane Investment Policy 2026 were presented to domestic and international investors at a two-day conference held in New Delhi on September 9 and 10.

Sugarcane Minister Sanjay Kumar said the state has identified the establishment of 25 new sugar mills as a key investment target, along with industries based on sugarcane and its by-products.

The government is seeking to move beyond conventional sugar production by promoting value-added industries linked to the sugarcane sector. The policy is expected to create opportunities for investment across sugar processing and downstream industries.

The state has also assured prospective investors of support in securing land and obtaining necessary approvals. Bihar official Vedvrat Kumar highlighted the advantages of establishing industrial projects in the state and said the government would facilitate investors during the initial stages of project development.

Ethanol and bio-energy projects are among the key areas being promoted under the investment push. The government is encouraging investments in ethanol production, power generation and bio-energy based on sugarcane and its by-products.

Officials said such projects could help generate additional employment and income opportunities while increasing the value derived from sugarcane.

The government is also promoting initiatives involving fertilisers, seeds and modern agricultural machinery to support sugarcane cultivation and improve opportunities for farmers.

A dedicated Bihar government stall at the New Delhi conference showcased the Sugarcane Investment Policy 2026 and investment opportunities available in the state. According to the department, several business representatives expressed interest in setting up industrial units in Bihar.

The conference brought together experts and representatives from major Indian and international companies, who discussed developments in the sugar market and modern sugarcane cultivation techniques.

The event was organised with the support of the Government of India and the Sugar Association and was inaugurated by Union Secretary Santosh Kumar Sarangi.

With a target of 25 new sugar mills and a wider focus on ethanol, power and bio-energy, Bihar is seeking to position sugarcane as a driver of broader industrial development and attract private investment into the sector.
