DFPD sets October 30 deadline for sugar mills to report bulk consumer sales details

India’s DFPD has directed all sugar mills to submit by October 30 details of bulk consumers who purchased 500 MT or more of sugar during FY 2025-26. The move aims to improve domestic sugar supply monitoring and sales transparency, with mills required to provide verified consumer, GSTIN and sales data.

The Department of Food and Public Distribution (DFPD) on October 28, 2026 directed all sugar mills to submit, by October 30, 2026, complete details of bulk consumers to whom they sold 500 metric tonnes (MT) or more of sugar during FY 2025-26, according to a letter issued by the Ministry of Consumer Affairs, Food and Public Distribution.

The letter, addressed to the chief executive officers and managing directors of all sugar mills, said the department had already sought this information on August 13, 2026. However, it said a large number of mills had not submitted the details, and the information received from some mills was incomplete or inaccurate.

The department said it has decided to restate the requirement to monitor the supply and distribution of sugar in the domestic market more effectively and to bring transparency to sugar sales to bulk consumers. The reporting covers bulk consumers buying sugar directly from mills as well as those buying through agents or dealers.

Where sugar was supplied through agents or dealers, mills must report the details of the bulk consumers in whose name billing was done, the letter said. Mills have been asked to provide the name of the sugar mill along with the plant name and plant code, the Goods and Services Tax Identification Number (GSTIN) of the bulk consumer, the name of the bulk consumer, and the total quantity sold during FY 2025-26 in MT. The information is to be sent in Excel format to sugarcontrol-fpd@gov.in.

Mills must ensure the data is complete, accurate and verified against their records, including sales invoices and dispatch details, the directorate said. It asked mills to give the matter top priority and warned that any omission or discrepancy may be viewed seriously. The letter was signed by Anil Kumar, Deputy Director (Technical), and copied to the Indian Sugar Mills Association (ISMA) and the National Federation of Cooperative Sugar Factories (NFCSF).
