Egypt aims for wheat self-sufficiency to produce subsidized bread

Egypt aims to achieve wheat self-sufficiency for subsidized bread production by 2028. The government plans to procure 5 million tonnes from local farmers this season, while current wheat purchases are running above last year’s pace but below 2024 targets.

Egypt, the world’s largest wheat importer, aims to achieve self-sufficiency in wheat for subsidized bread production by 2028, Agriculture Minister Alaa Farouk told Reuters.

According to the draft budget for the 2026/2027 fiscal year, Egypt requires 8.6 million tonnes of wheat to implement the subsidized bread production program, but the minister declined to specify the exact amount the government would need to achieve self-sufficiency.

Farouk’s target date is a year later than originally planned, as the country had hoped to achieve the goal by 2027. This was stated by the head of the Future of Egypt Agency for Sustainable Development, the government’s exclusive grain importer, at a conference in May 2025.

The Egyptian government offers competitive prices for wheat to local farmers. During the current wheat procurement campaign for the state fund, which began in mid-April, the government intends to purchase 5 million tonnes of wheat from Egyptian farmers, Farouk said.

The pace of purchases is currently higher than last year, but behind the 2024 pace. According to official data, 1.39 million tons of wheat had already been purchased by May 5, which is 17% more than on the same date last year (1.19 million tons), but 13% less than the 2024 target (1.6 million tons).
