Pakistan: TCP finalises deals for wheat import
Pakistan’s TCP has finalised deals to import 365,000 tonnes of wheat and issued a second tender for 185,000 tonnes, completing the revised 550,000-tonne import plan. Seven bidders secured the first contracts at USD 348.83 per tonne, with shipments due by November 20, 2026.
KARACHI: The Trading Corporation of Pakistan (TCP) has finalised deals for the import of 365,000 metric tons of wheat for domestic consumption and issued a second tender for the import of a further 185,000 metric tons to meet the country’s wheat requirements.
The second tender is aimed at completing the government’s revised wheat import plan after provinces scaled down their requirements. With the additional quantity, the TCP is set to complete the revised import target of 550,000 metric tons.
The state-run grain trader is importing wheat on the directives of the federal government, as Pakistan faces a shortage of the commodity due to lower crop output in the last season. The provinces have also requested wheat imports to ensure adequate supplies and avert shortages in their respective areas.
The TCP issued its first wheat import tender on September 8, 2026 for supply of 750,000 metric tons wheat for delivery to Karachi or Gwadar port. The tender was opened on September 16, 2026 and some 13 parties participated in the tender. Out of which, two bidders submitted regret letters, nine were found technically and financially responsive and two were non-responsive.
The TCP received nine responsive bids, ranging from USD 348.83 to USD 369.95 per metric tons, for the import of 656,000 metric tons of wheat against the tender quantity of 750,000 metric tons
Lowest bid was submitted by Agrocorp for a supply of 55,000 metric tons of wheat at a price of USD 348.83 per metric ton. While, the highest bid was received from M/s Olam, which agreed to supply 55,000 metric tons of commodity at USD 369.95 per metric tons.
Following a detailed evaluation of the bids, the TCP accepted the lowest bid at USD 348.83 per metric tons and offered the same price to other bidders for equivalent quantities.
Out of eight other responsive bidders, some six bidders subsequently agreed to match the TCP-offered price for their equal quantities.
As a result, the state-run grain trader has finalised deals with seven bidders for the import of 365,000 metric tons of wheat to ensure adequate wheat supplies and avert potential shortages in the domestic market.
As per tender’s term and conditions, the successful bidders are required to ship the wheat between October 11 to October 31, with the commodity to arrive in Pakistan by November 20, 2026.
In order to import more wheat to meet the provinces demands, TCP has also issued second wheat import tender for a quantity of 185,000 metric tons.
TCP in line with Rule-21(A) of the Public Procurement Rules, 2004 has invited sealed bids from the international suppliers for import of 185,000 MT wheat, with +/- 10 percent MOLSO on CFR in Bulk Karachi or Gwadar Basis of the latest Crop Year. As per term and conditions, bids offered for the quantity less than 60,000 metric tons will not be accepted.
The second wheat import tender will be opened on September 28, 2026. Technical bids will be opened on the same day at 1200 hours in the TCP’s Board Room, while, financial bids of technically qualified bidders shall be opened after completion of technical evaluation on the same day and in the same manner.
Sources said the provinces have scaled back their wheat import requirements, prompting the TCP to reduce the total quantity to be imported to 550,000 metric tons, from the previously planned 750,000 metric tons. They added that with the opening of the second wheat import tender, the revised import target is expected to be completed.
