Kazakhstan’s Ministry of Agriculture publishes draft order to impose wheat import ban

Kazakhstan has proposed a ban on wheat imports by road, water, and rail to support domestic producers. Exceptions apply to rail imports for poultry farms, flour mills, grain elevators, and the Food Contract Corporation. The draft measure is open for public discussion until June 21.

Kazakhstan’s Ministry of Agriculture has published a draft order “On the introduction of a ban on wheat imports into the territory of the Republic of Kazakhstan by road, water and rail transport.” As noted, the document is based on a decision of the Interdepartmental Commission on Foreign Trade Policy and Participation in International Economic Organizations dated June 5 of this year.

An exception is made for wheat imported by rail for poultry farms, flour milling enterprises, licensed grain elevators, and the Joint Stock Company National Company Food Contract Corporation.

At the same time, wheat imported for poultry farms and flour milling enterprises may not be sold on either the domestic or export markets.

The ban does not apply to wheat imported into the territory of the Republic of Kazakhstan as part of rail transit shipments, nor to its movement from the territory of one Eurasian Economic Union member state to the territory of another member state through the territory of the Republic of Kazakhstan.

The measure is expected to support domestic producers and ensure stable marketing opportunities for their products.

The document is open for public discussion until June 21.
