DGFT seeks wheat export quota utilisation data from exporters by August 31

DGFT has asked wheat exporters to submit utilisation certificates, shipping bill details and supporting documents by August 31, 2026, as it reviews export quotas. Authorisations with over 50% utilisation may receive further allocation, while unused quotas could be pooled and reallocated.

The Directorate General of Foreign Trade (DGFT) has asked all exporters holding wheat export authorisations to submit utilisation certificates, shipping bill details and other supporting documents by August 31, 2026, as it undertakes a review of allocated export quotas.

According to a trade notice issued by the DGFT under the Ministry of Commerce and Industry’s Department of Commerce, the review covers wheat exported under Harmonised System (HS) codes 10011900 and 10019910, allocated earlier through two public notices issued during 2025-26 and 2026-27. The notice said the Competent Authority had decided to assess utilisation of the quantities already allocated and evaluate the scope for further allocation of any unutilised quota.

Exporters who received wheat export authorisations under the earlier notices were required to submit a Chartered Accountant-certified utilisation certificate indicating the quantity exported against their allocation till August 26, 2026, along with shipping bill details. They were also asked to indicate any requirement for additional quantity or a request to surrender unutilised allocation, supported by justification and copies of valid export contracts or purchase orders, wherever available.

The notice said these details must be submitted by August 31, 2026, through email to the designated DGFT address, while licence holders seeking additional quantity must also file a corresponding amendment application on the online portal with the relevant documents by the same date. Requests for additional quantity that are not filed through the portal, lack the required documents, or are submitted after the deadline will be rejected, it said.

Under the notice, authorisations where more than 50 per cent of the allocated quantity has been utilised may be considered for further re-allocation of wheat. Where utilisation is below 50 per cent, the unutilised quantity may be transferred to a common pool for reallocation, unless valid export contracts or purchase orders are furnished. Allocation from the common pool would be made by the Director General of Foreign Trade based on documents submitted by exporters.

The DGFT said failure to submit the required information within the stipulated time could result in appropriate action, including reallocation of the unutilised quota and barring of applicants from future restricted export authorisations. It added that it reserves the right to decide or alter the modalities of distribution and allocation based on the applications received.
