Cambodia: Boosts rice exports to Philippines with bulk carriers
Cambodia has begun bulk-carrier shipments of milled rice to the Philippines, starting with 10,000 tonnes, to reduce logistics costs and delivery times. Cambodia exported 122,201 tonnes to the Philippines in January-August 2026, while Philippine rice imports are forecast at a record 5.5 million tonnes.
Cambodia has begun using bulk carriers to transport milled rice directly to the Philippines, aiming to improve export efficiency, reduce transportation costs and shorten delivery times. A 10,000 tonnes (t) shipment was inaugurated at Sihanouk Autonomous Port (PAS) on16 September, marking a new development in Cambodias rice export logistics. Under the new system, bagged milled rice is tied into bundles and loaded directly into the vessels hold, enabling larger-volume shipments while reducing reliance on containerised transport.
Philippines emerges as key destination
Cambodia exported 122,201 t of rice to the Philippines during the first eight months of 2026, accounting for 15.4% of its total rice exports of around 790,000 t. Another 87,344 t has been contracted for delivery during 2026, indicating continued demand from the Philippine market.
Cambodian rice exports have been supported by the quality of locally produced rice. The development is positive for the broader rice value chain, benefiting stakeholders ranging from export rice millers to farmers. Cambodia recorded 940,311 t of rice exports in 2025, a record annual volume. The expansion of shipments to the Philippines provides an additional market for Cambodian exporters.
Govt cooperation supports trade expansion
The development also reflects closer cooperation between the governments and private sectors of Cambodia and the Philippines. Joint government efforts have helped open opportunities in the Philippine market, while connecting private-sector partners for trade has also contributed to stronger government and private-sector ties between the two countries.
Philippine imports expected to reach record level
The Philippines remains one of the world’s largest rice-importing countries. During the first four months of 2026, the country increased rice imports by 18% to 1.68 mnt, amid food-security concerns linked to El Nino risks and higher fertiliser costs. Vietnam remained the Philippines’ primary supplier, accounting for more than 86% of imports, while Thailand, Myanmar and Cambodia also supplied the market.
The Philippine government is considering measures to manage domestic inflation while protecting local farmers. These include a possible retail price cap on imported rice and monthly import limits of 150,000-200,000 t during the June-October harvest season.
Outlook
Bulk carriers could help Cambodia reduce logistics costs, improve shipment efficiency and expand large-volume rice exports to the Philippines. With Philippine rice imports expected to reach a record 5.5 million tonnes (mnt) in 2026, continued demand, along with stronger bilateral cooperation, could support further growth in Cambodian rice exports.
