IPL to reopen Odisha’s Badamba sugar mill after 15 years, invest Rs 360 crore
Indian Potash Ltd plans to revive Odisha’s Badamba Cooperative Sugar Mill after 15 years with a ₹360 crore investment. The modernised mill will crush 3,500 TCD, generate 16 MW power, produce 10 TPD Bio-CNG and benefit 10,000 sugarcane farmers through jobs and improved market access.
Cuttack: Indian Potash Ltd (IPL) is preparing to restart the Badamba Cooperative Sugar Mill in Odisha after more than 15 years, with an estimated investment of Rs 360 crore aimed at reviving sugarcane cultivation and supporting the local rural economy.
The modernised mill will have a sugarcane crushing capacity of 3,500 tonnes per day, along with a 16 MW co-generation power plant, a 10-tonne-per-day Bio-CNG facility and a cold-storage unit, News Patrolling reported.
The project is expected to directly benefit about 10,000 sugarcane farmers in Badamba block of Cuttack district by providing a local market for their crop and linking them with an organised procurement and processing system.
The mill’s revival is also expected to create jobs in sugarcane procurement, plant operations, engineering, maintenance, transport, logistics and other related activities. Higher farm activity could generate additional demand for agricultural inputs, labour, machinery and transportation.
IPL has been pursuing the revival of closed cooperative sugar mills as part of its efforts to strengthen the agricultural value chain. The company has already invested about Rs 305 crore in reviving and modernising three closed cooperative mills in Gujarat at Talala, Kodinar and Valsad.
The Gujarat projects also involved repayment of about Rs 300 crore in outstanding loans and settlement of Rs 40.09 crore in pending dues to employees, vendors, farmers and statutory bodies. The company has also promoted improved sugarcane varieties and farm practices to expand cane cultivation and raise productivity.
IPL is now applying a similar approach at Badamba, where the planned power generation, Bio-CNG and cold-storage facilities are expected to add to the economic activity around the mill.
The company currently owns 11 sugar mills, including six in Uttar Pradesh, three in Gujarat and two in Odisha. Its activities include not only sugar processing but also programmes aimed at improving sugarcane productivity and farm practices.
Recent initiatives in Gujarat have focused on scientific farming, irrigation, crop nutrition, farmer training and digital tools. IPL has also partnered with UPL Sustainable Agri Solutions to improve productivity and profitability among farmers linked to its Kodinar mill.
The Badamba project comes as the government seeks to revive closed cooperative sugar mills and strengthen rural economies. The Union government has highlighted IPL’s role in such projects following the company’s experience in Gujarat.
For sugarcane farmers, the reopening also comes against the backdrop of the government’s decision to set the Fair and Remunerative Price for sugarcane at Rs 365 per quintal for the 2026-27 season at a basic recovery rate of 10.25%.
With staffing and other preparations under way, the Badamba mill’s reopening is expected to restore a local market for sugarcane and generate employment while supporting related businesses and services in the region.
