Pakistan : TCP invites bids for wheat import
Pakistan’s TCP invited international bids to import up to 750,000 tonnes of wheat to address domestic shortages following lower production. Bids must cover at least 50,000 tonnes, with supplies delivered to Karachi or Gwadar ports.
KARACHI: The Trading Corporation of Pakistan (TCP) has invited international bids for the import of up to 750,000 metric tonnes (MT) of wheat to meet the domestic requirements.
The country is facing a wheat shortage following lower-than-expected production during the previous wheat crop season that forces the country to import commodity for domestic consumption.
According to the tender issued by the TCP, in line with Rule-21(A) of the Public Procurement Rules, 2004, invites sealed bids from the international wheat suppliers for supply of 750,000 MT wheat, plus or minus 10 percent MOLSO on a CFR (Cost and Freight) basis, in bulk, for delivery to Karachi or Gwadar ports, directly or through their local offices or representatives having capacity to supply ‘Wheat’ (in bulk) through worldwide sources.
As per term and conditions specified in tender document, wheat shall be strictly in accordance with the standards and specifications prescribed by the TCP and Import Policy Order in force.
TCP said bids for quantities of less than 50,000 MT, with plus or minus 10 percent MOLSO, will not be accepted. The successful suppliers will also be required to ensure that the entire contracted quantity reaches the designated Pakistani ports according to the shipment schedule specified in the tender terms.
International wheat suppliers with the capacity to supply wheat in bulk from worldwide sources are eligible to participate directly or through their local offices or representatives registered with the relevant provincial or federal tax authorities.
The tender documents, containing details of procurement procedures, bid security, bid validity, evaluation criteria, performance guarantees and other conditions, are available from TCP and the Public Procurement Regulatory Authority (PPRA) websites.
Interested bidders can obtain the tender documents until 11:00 am on September 16, 2026, while sealed bids comprising separate technical and financial bids must be submitted by 11:30 am on the same day at TCP’s Karachi office.
The technical bids will be opened at 12:00 noon on September 16, in the presence of bidders or their authorised representatives. Representatives may also participate through Zoom with prior intimation.
Financial bids of technically qualified bidders will be opened after completion of the technical evaluation on the same day and through the same procedure.
TCP clarified that firms that have previously failed to fulfil their contractual obligations with the corporation will not be eligible to participate unless they clear outstanding dues, including penalties, or fulfil their pending contractual obligations before the tender opening date.
Firms against which TCP has initiated blacklisting proceedings will also be barred from participating in the tender.
The corporation has reserved the right to accept or reject any or all offers, wholly or partially, in accordance with the Public Procurement Rules, 2004.
